Dean designed all underground utilities services including stormwater
conveyance, water quality, domestic/fire water, sanitary sewer, power/telecom ductbanks, natural
gas and compressed air systems. He also designed a secured turnstile street-level landing with
stairs and an ADA ramp to allow pedestrian access from the existing public way to the new lower
onsite building. As part of the project, the team preformed a value assessment at the 60% phase,
as project needs had evolved. Dean offered several high-dollar value engineering solutions to
preserve intended use of the site while reducing project costs. In addition to several items studied,
the two major value engineering options included replacing a 750 lineal foot, 11-foot-high cast-inplace
retaining wall with a 1:1 sloped embankment. He also helped the client identify several large
areas of heavy duty concrete, an original project requirement, that could be paved with asphalt
based on projected vehicle loading. The civil value engineering options were implemented resulting
in a cost savings of $15.1 million. In addition to working closely with the City of Everett for construction permits, he also coordinated with Paine Field Airport to obtain approval to discharge stormwater to a regional stormwater detention pond. He, was instrumental in the Army Corps jurisdictional ditch (JARPA) process and completed the FAA (Form 7460-1) for flight pattern analysis.
